PS4 will stream videos at 4K, but not games
PlayStation 4 will be able to output videos at 4K resolution, but it won’t be able to do so with games, Sony has revealed.
Shuhei Yoshida, SCEE president shared this information while speaking Joystiq confirmed this news. He said that video would be displayed in 4K, but he said that games would be shown at a much lower resolution.

I can understand this. If games where at 4K it will give lower FPS (frames per second) unless they remove/have less graphical objekts in-game.
Then agian I mite be wrong, not that technical atm with new stuff.
You are exactly right. As far as I know, no current game can be run at high graphics settings in 4k resolution with the graphics card in the PS4. Maybe the PS5 will do games in 4k.
